Chief Executive Officer, National Public Procurement Authority (NPPA), Fodie J. Konneh
A whistleblower has alleged that the Chief Executive Officer of the National Public Procurement Authority (NPPA), Fodie J. Konneh, may have a conflict of interest involving government contracts awarded to a company called “Victorious Store”, which the source claims Konneh owns.
The whistleblower said Konneh has failed to address procurement irregularities in some government ministries, departments and agencies (MDAs) in return for “Victorious Store” securing contracts from those same MDAs. The source says several contracts were awarded without following procedures set out in public procurement rules.
The allegations suggest that “Victorious Store” gets a lot of contract work from the Ministry of Finance. The whistleblower said the Ministry of Finance recently awarded the company a contract through the back door, without following proper procedure (the full details of the contract will be published in the next edition).
The source said “Victorious Store” lacks the qualifications, technical ability, and experience to execute the contract. The whistleblower also claimed that a close personal associate of Konneh runs and manages the company.
The identity of that person will also be released in the next edition. The allegations have raised questions about the process used to award the contract, whether due process was followed, and whether any relationship between Mr Konneh and the company was disclosed or otherwise managed under applicable rules.
The whistleblower also revealed that Konneh is using his office’s influence to influence procurement decisions and secure a contract for “Victorious Store”.****
