Sierra Leone and Partners Sign Landmark Agreement to Develop First U.S. LNG Terminal in West Africa

On the sidelines of the U.S.–Africa Business Summit, the Government of Sierra Leone and CEC Africa (Sierra Leone) Limited (CECASL), represented by the sponsors of the Nant Power Project, have signed a landmark Memorandum of Understanding (MoU) to develop the first U.S.-sourced LNG terminal in West Africa. This transformative initiative marks a major leap toward energy security, industrial growth, and economic integration across the region.

Under the MoU, CECASL will lead the development of a world-class LNG terminal in Sierra Leone, enabling the 108MW Nant Power Project to transition from LPG to LNG, in line with its Power Purchase Agreement. The infrastructure will position Sierra Leone as a strategic LNG gateway to the Mano River Union and broader West Africa.

The Nant Power sponsors—TCQ Power and Anergi Group—will partner with AG&P, and the current fuel supplier BBE, to co-develop this terminal. This collaboration is expected to unlock substantial reductions in the cost of baseload power while improving grid stability and availability.

This terminal will be the first in West Africa to import LNG sourced from the United States, aligning with the U.S. strategic commitment to promote energy security and economic development across Africa. The sponsors look forward to working closely with potential lenders, including the U.S. International Development Finance Corporation (DFC). DFC is a key lender and political risk insurance provider for the Nant Power project.

Beyond reducing energy costs for households and industry, the terminal will support the mining sector by ensuring affordable, reliable power for mineral processing and beneficiation. With this development, the region will be better positioned to add value to its natural resources—processing more minerals domestically and exporting finished and semi-finished goods instead of raw ore. The project will thus act as a cornerstone for industrial transformation and inclusive economic growth.

Statement from the Government of the United States of America:

“This important agreement further solidifies the growing trade, investment, and energy relationship between the United States and Sierra Leone.  Through public-private partnerships like this one, American investment and exports are creating jobs, growing both our economies, and enabling American LNG to fuel West Africa’s growing energy needs.

  • Ambassador Troy Fitrell, Senior Bureau Official, Bureau of African Affairs

Statement from the Government of Sierra Leone:

This partnership is consistent with our national long-term energy transition strategy and our industrialization ambition. As a government, we will provide an enabling environment to ensure the growth and development of the LNG hub in order to achieve the job creation and energy security impact it promises to deliver.

  • Dr. Kandeh Yumkella, Chairman of the Energy Governance Group

Statement from Anergi Group:

“We are honored to deepen our partnership with the Government of Sierra Leone through this Memorandum of Understanding. This landmark project reflects our steadfast commitment to delivering affordable energy solutions across Africa. Partnering to develop Sierra Leone’s first U.S.-sourced LNG terminal marks a critical step in strengthening regional energy infrastructure and unlocking industrial growth. At Anergi, we believe that reliable power is the foundation for economic transformation—and this initiative positions Sierra Leone as a forward-looking energy hub in West Africa.”

  • Maria Stratonova, CEO, Anergi Group

Statement from TCQ Power Ltd:

“This project is a natural progression of our mission to deliver reliable, lower-emission power to Sierra Leone and the wider region. We are thankful for the vision of President Trump, whose championing of U.S. LNG as a tool for global development is now bearing fruit. We also pay tribute to President Bio for his unwavering leadership in placing energy at the heart of Sierra Leone’s development strategy. By reducing the cost of power, we will not only light homes but power factories, support miners, and drive value addition to Africa’s own resources—ensuring jobs and prosperity remain on the continent.”
