In August 2026, the United Nations Development Programme (UNDP) and Sierra Leone’s National Revenue Authority (NRA) strengthened their partnership through sharing experience on domestic revenue mobilisation, public financial management, procurement, asset management and institutional efficiency.
At the head of the UNDP delegation, Deputy Resident Representative Kevin Petrini emphasised the significance of robust public banking systems and enhanced domestic resource mobilisation in speeding up Sierra Leone’s sustainable development. He stressed the importance of institutional reforms and capacity building to build fiscal resilience over time.

Welcoming visiting UNDP teams from Sierra Leone and Lesotho, Sahid Conteh said the NRA is committed to sharing best practices through the Government Development Financing (GDF) initiative. Conteh commended the long-standing partnership with UNDP for having a positive impact on institutional capacity, taxpayer compliance and domestic revenue collection. He also urged continued cooperation in the implementation of the Medium Term Revenue Strategy (MTRS).
“UNDP’s efforts to modernise the Authority’s procurement and asset management systems are highly commendable,” said Acting Procurement Chair Ben Tucker. He cited the provision of operational vehicles and the implementation of an automated procurement platform as concrete steps that have translated into increased efficiency, transparency and value for money in NRA’s operations.
Public Affairs and Tax Education Manager Janet J. Khan said UNDP has been supporting taxpayer education initiatives and the development of the Block Management System (BMS). The BMS, Khan said, was useful in improving access to services for taxpayers and promoting voluntary compliance.
Both institutions, at the end of the engagement, reaffirmed their common commitment to enhancing institutional capacity, improving public financial management, and progressing long-term domestic revenue mobilisation in support of Sierra Leone’s development goals.
