South Sudan Delegation Ends PFM & HR Systems and Reforms  Study

Republic of South Sudan delegation, headed by the Director General of Human Resource Management at the Ministry of Public Service and Human Resource Development, Abraham Makur Magnok, has ended a week-long study tour on Sierra Leone’s Public Financial Management and Human Resource systems and reforms. The study tour started with a courtesy call on the Financial Secretary, Matthew Dingie, on Monday 4th and ended on Friday, 8th December 2023, where the head of the delegation thanked the government of Sierra Leone and the Ministry of Finance for their hospitality, and stated that they choose Sierra Leone because they believe the two countries have similarities in several areas. Mr Magnok further stated that they want to study the IFMIS, PFM, and HR systems to know how Sierra Leone approached and managed these reforms and the good practices they can adopt. The Financial Secretary, Matthew Dingie, thanked the delegation for choosing Sierra Leone, stating that the government is willing to support the information and experience sharing on the various PFM and HR reforms and systems the government is undertaking.

Minister of Finance Sheku Ahmed Fantamadu Bangura, in his statement, stated that the Reforms the government is undertaking now are deep and are still ongoing and that most of the reforms are home-driven with support from partners. He highlighted several reforms in payroll management, budget preparation and execution, procurement and fiscal management, leveraging technology and digitalisation.

During the week, the delegation had engagements with several government Ministries, Departments and Agencies like the Human Resource Management Office, the Public Sector Reform Unit, the National Revenue Authority, the Ministry of Health, and the Ministry of Education.
