State House, Freetown, Friday 4 September 2026 – The Director-General of the National Monitoring and Evaluation Agency (NaMEA), Dr James Edwin, today officially presented the Agency’s 2025 Annual Report to President Dr Julius Maada Bio at State House, underscoring achievements in bolstering Sierra Leone’s monitoring and evaluation framework, and urging continued focus on accountability and a results-oriented public service.
Dr Edwin’s report was a thorough, evidence-based assessment of the government programs, projects, and policies implemented in 2025. “The document is not just a catalog of activities,” he told the President. “It gives a rigorous analysis of what has worked, where the challenges are and how interventions have affected the intended beneficiaries.
“It is with a great honor and a deep sense of responsibility that we are here to present the 2025 NaMEA Annual Report,” Dr. Edwin said. “This report is not just a report of activities but a collective effort to enhance accountability, transparency, evidence-based decision-making and results-oriented public service delivery in Sierra Leone.”
Since its inception, NaMEA has been mandated to strengthen the national monitoring and evaluation system and generate credible, independent evidence on the performance of government interventions. According to Dr Edwin, the Agency made significant strides in the 2025 reporting year in consolidating systems, promoting the use of M&E tools and methodologies, and building institutional capacity across the public sector.
The Director-General said that NaMEA’s work has focused on ensuring that public investments deliver measurable outcomes for citizens. “Whether it is infrastructure, health, education, water and sanitation, energy, or agricultural initiatives, Sierra Leone’s scarce public resources must be deployed in ways that demonstrably improve lives,” he pointed out.
“As a nation, we have limited public resources and large development needs. “Therefore, every government investment counts whether it is in roads, schools, hospitals, water supply systems, energy projects, agriculture programs or any other public intervention,” said Dr Edwin. “The people of Sierra Leone are rightly expecting to see these investments produce tangible results that improve their lives.”
Dr Edwin also acknowledged President Bio’s leadership and support for NaMEA since the agency’s creation. High-level commitment, he said, has helped the Agency operate more effectively and made its role in promoting oversight and accountability more meaningful.
He said to the President: “On behalf of the Board, Management and Staff of NaMEA, we would like to express our sincere gratitude and appreciation for your leadership and commitment to strengthening accountability and achieving results in public service under your administration.
In his reply, the president, Bio, thanked NaMEA for taking on the daunting task of tracking government programs for proper implementation. “Good monitoring and evaluation is the key to ensuring that public resources are used responsibly to the benefit of citizens,” he said.
“I want to use this opportunity to thank you for accepting the responsibility of playing this critical role in monitoring our programs and policies and ensuring that they are fully implemented on the ground to make a greater impact in the lives of our people,” said President Bio.
The President reaffirmed his administration’s commitment to developing human resources, noting that people are the cornerstones of national development. He asked NaMEA staff to continue their work diligently and further consolidate the gains in their area of responsibility.
“As a Government, we are aware that our human resources are the building blocks of our development and there is a paramount desire to improve our human resource capacity. I want to encourage all of you that you are doing an important job that has to be consolidated. “Your role is very important, especially in the realm of accountability,” President Bio said.
The Annual Report is an important roadmap for the next steps in improving public sector performance, both the Director-General and the President noted. “The mandate of NaMEA is to ensure that government policies and investments translate into measurable and sustainable outcomes,” Dr Edwin stated. “The report, President Bio said, should help to identify barriers and to inform corrective action.
I want to thank you again. May this report serve as a roadmap for clear ways to dismantle barriers and explore the next steps as we continue to move forward. “I now formally receive the report,” President Bio concluded.
The presentation is another step in NaMEA’s effort to strengthen monitoring and evaluation across government institutions and ensure citizens benefit from transparent, accountable, and results-oriented public service delivery.
