That having Dr Sengeh in the administration is “one of the best things that has happened to Sierra Leone”, and it was surprising to see a senior official interacting so directly with ordinary citizens. One teacher with 22 years of experience wrote that it was his first one-on-one conversation with a senior minister, and that his questions were almost immediately answered, an experience that encouraged him about the responsiveness of government.
Labour representatives have also said they felt a greater sense of access.” One worker, who was speaking on behalf of his colleagues working at a large store in Cline Town, explained how young people who had completed senior secondary school but could not afford to continue their education were able to bring their concerns directly to the Chief Minister at State House. It was the first time a senior government official had given them such direct access, he said, and the meeting had given them hope their concerns would be heard at the highest level.
The market women, too, have felt a difference. “Dr Sengeh is the first top government official who directly asks about our constraints not only during the election period,” said the chairwoman of Congo Market. Her remarks reflect a broader feeling among traders and small business owners who want sustained, substantive engagement, not just periodic outreach that comes and goes with the political calendar.
The reports suggest a major shift in the political terrain under the administration of President Bio. The administration has permitted a young, tech-savvy and community-oriented chief minister to establish practical channels of communication between the executive and the citizens. His daily commitment to listening, whether in formal meetings, grassroots visits or social media interactions, has helped to normalise direct dialogue and proved the possibility of accessible governance.
Despite Sierra Leone’s challenges in different sectors, Dr Sengeh’s role has already changed the way people perceive their leaders: no longer as distant decision-makers, but as active listeners and problem solvers. Many Sierra Leoneans now believe that government can be accessible, responsive and accountable. President Bio’s decision to bring on board Dr David Sengeh is a critical step towards a more participatory and inclusive democracy.
