Chernor Mamoud Jalloh Takes Over at NASSIT

On Tuesday, August 11, 2026, at a ceremony at the National Social Security and Insurance Trust’s (NASSIT) headquarters in Freetown, outgoing Director General Mohamed Fuaad Daboh handed over to newly appointed Director General Chernor Mamoud Jalloh. Jalloh and the new Board Chairperson, Madam Jenneh Jabati, were recently unanimously approved in Parliament.
In an emotional farewell, Mr Daboh expressed gratitude to Almighty God and President Dr Julius Maada Bio for his appointment and support. He cited major accomplishments during his tenure, including a complete ICT overhaul of the Pension Administration System (PAS) to eliminate manual delays, the expansion of NASSIT’s regional and district footprint, stronger regulatory enforcement to ensure employer compliance, streamlined workflows for timely pension payments, and pioneering schemes to extend social security to informal workers such as traders, artisans, and transport operators.
Mr. Daboh also highlighted NASSIT’s diversified investment portfolio and strong financial position, pointing to strategic long-term assets across hospitality and tourism—such as the Radisson Blu Mammy Yoko Hotel and the Freetown International Conference Centre—significant equity stakes in commercial banks, including the Commerce and Mortgage Bank, and major real estate and infrastructure projects such as the Sewa Grounds Market complex and mortgage finance.


He emphasized NASSIT’s growing international profile, revealing that the Trust serves as Vise Chairman on the Investment Board of the International Social Security Association (ISSA) and Vise Chairman of the Association of Social Security Administrators in Africa (ASSA), positions that he claims provide technical support, peer learning, and influence on global pension and social protection discussions.
Incoming Director General Chernor Mamoud Jalloh thanked God and President Bio for the appointment, praised his predecessor’s leadership, and promised to build on the foundation he inherits. Jalloh stated that his leadership will be based on three pillars: integrity, commitment, and transparency.
The handover also marked a shift in the Board’s leadership: outgoing Chairperson Madam Isata Marrah praised the departing executive team and welcomed her successor, Madam Jenneh Jabati, who urged trustees to remain vigilant and pledged full support to the new management.
Secretary to the President Babah Fortune praised the outgoing team’s public service while reminding the new leadership of the presidency’s high expectations. Hon Mohamed Rahman Swarray, Minister of Employment, Labor, and Social Security, has called for strict fiduciary oversight to ensure that millions of Sierra Leoneans can retire with dignity. Mrs Zorah E.B. Anthony, of the Sierra Leone Employers Federation, delivered the vote of thanks.
With the Jalloh-Jabati administration in place, NASSIT has a new mandate for reform, backed by legislative support and a workforce eager to advance social protection throughout Sierra Leone.
