His Excellency President José Maria Pereira Neves of the Republic of Cabo Verde and Mr Ibrahim Turay
Mr Ibrahim Turay, Ambassador Extraordinary and Plenipotentiary of Sierra Leone, delivered letters of credence to His Excellency President José Maria Pereira Neves of the Republic of Cabo Verde on Thursday, February 26, 2026. Ambassador Turay is accredited in both Cabo Verde and the Islamic Republic of Mauritius.
On Tuesday, February 24, he handed over copies of his credentials to Foreign Minister José Filomeno de Carvalho Dias Monteiro, conveying warm greetings and best wishes from Sierra Leone President His Excellency Dr Julius Maada Bio. Ambassador Turay thanked Cabo Verde for welcoming him and his delegation and reiterated Sierra Leone’s commitment to strengthening bilateral relations.
Cabo Verde’s Foreign Minister expressed a desire to strengthen relations with Sierra Leone. Ambassador Turay has over eight years of experience in the region as a fisheries expert and monitoring and evaluation specialist for the World Bank-funded West Africa Regional Fisheries Program, which is based at Dakar’s Permanent Secretariat of the Sub-Regional Fisheries Commission. After providing technical assistance to ten West African coastal countries, including Cabo Verde, he stated that he will prioritise economic and trade diplomacy focused on the maritime sector and tourism in order to advance mutual benefits.
