Chief Minister Dr David Moinina Sengeh receives reports on key electoral management bodies

On behalf of the Tripartite Steering Committee, the Public Sector Reform Unit (PSRU) formally presented the Management and Functional Review (MFR) Reports of key Electoral Management Bodies (EMBs) to Chief Minister Dr David Moinina Sengeh. The Sierra Leone Broadcasting Corporation (SLBC), Political Parties Registration Commission (PPRC), Independent Media Commission (IMC), and Independent Police Complaints Board (IPCB) were among the institutions investigated.


Mr Sulaiman Phoray-Musa, Director of PSRU, presented the reports, emphasising key findings and recommendations aimed at improving institutional efficiency, governance, and service delivery within EMBs. The reviews followed the recommendations of the Tripartite Committee Report, which was previously submitted to His Excellency President Julius Maada Bio.
Mr Lamin, speaking on behalf of the Chief Minister’s Office, recalled that one of the Tripartite Report’s major recommendations was to conduct management and functional reviews of electoral and governance institutions. He stated that the meeting’s purpose was to formally present the findings to the Chief Minister, who serves as Chair of the Tripartite Steering Committee and will guide implementation.
Hon. Amara Kallon, Minister of Public Administration and Political Affairs, reaffirmed that the exercise was carried out in accordance with a Cabinet resolution authorising the Ministry, through PSRU, to lead the reviews. He assured the Chief Minister that the reports had been thoroughly scrutinised and discussed.
Chief Minister Dr David Moinina Sengeh described the event as a significant step forward in public sector reform and national civic responsibility. He emphasised that the Tripartite recommendations address long-standing institutional challenges and are critical to establishing resilient institutions capable of meeting current and future governance demands.
Hon. Amara Kallon and Mr Sulaiman Phoray-Musa presented the MFR Reports to the Chief Minister in a symbolic handover ceremony.
The exercise directly supports President Bio’s Big Five Game Changers, specifically Pillar Five: Transforming the Public Sector Architecture, by improving institutional effectiveness, accountability, and democratic governance.
