On the sidelines of the U.S.–Africa Business Summit, the Government of Sierra Leone and CEC Africa (Sierra Leone) Limited (CECASL), represented by the sponsors of the Nant Power Project, have signed a landmark Memorandum of Understanding (MoU) to develop the first U.S.-sourced LNG terminal in West Africa. This transformative initiative marks a major leap toward energy security, industrial growth, and economic integration across the region.
Under the MoU, CECASL will lead the development of a world-class LNG terminal in Sierra Leone, enabling the 108MW Nant Power Project to transition from LPG to LNG, in line with its Power Purchase Agreement. The infrastructure will position Sierra Leone as a strategic LNG gateway to the Mano River Union and broader West Africa.
The Nant Power sponsors—TCQ Power and Anergi Group—will partner with AG&P, and the current fuel supplier BBE, to co-develop this terminal. This collaboration is expected to unlock substantial reductions in the cost of baseload power while improving grid stability and availability.
This terminal will be the first in West Africa to import LNG sourced from the United States, aligning with the U.S. strategic commitment to promote energy security and economic development across Africa. The sponsors look forward to working closely with potential lenders, including the U.S. International Development Finance Corporation (DFC). DFC is a key lender and political risk insurance provider for the Nant Power project.
Beyond reducing energy costs for households and industry, the terminal will support the mining sector by ensuring affordable, reliable power for mineral processing and beneficiation. With this development, the region will be better positioned to add value to its natural resources—processing more minerals domestically and exporting finished and semi-finished goods instead of raw ore. The project will thus act as a cornerstone for industrial transformation and inclusive economic growth.
