NASSIT’s $5.7Million PAS Project Faces Delays and Uncertainty

NASSIT HOUSE

The National Social Security and Insurance Trust (NASSIT) awarded Systech Limited and IT Warehouse Joint Venture a significant contract worth NLe96,668,222.1 (approximately US$5.7 million) on January 4, 2023, to overhaul its Pension Administration System (PAS). This ambitious project was initially slated for completion by June 3, 2024. However, as of July 12, 2024, it remains incomplete, with critical components still in progress.  

An audit report has revealed that the PAS project is still in the training phase, with numerous essential tasks yet to be finalized. These outstanding tasks include user acceptance testing, performance evaluations, data cleaning, data migration, and the overall project closure.

The auditors noted that the project is significantly behind schedule, raising concerns about the effective management and execution of such a substantial investment. Despite the original deadline having passed, NASSIT management has reassured stakeholders that they are committed to completing the project.

They have now set a new timeline, indicating that the PAS overhaul is expected to be finalized within a month. Thus, the completion timeframe has been extended from June to December 2024. This situation raises questions about project oversight and accountability, particularly given the scale of the investment involved.

Stakeholders will be closely watching to see if the revised schedule will be adhered to and whether the project can ultimately deliver the promised improvements to the pension system. The delays highlight the challenges faced in implementing large-scale IT projects within public-sector organizations. More on NASSIT in the next edition!
