The National Social Security and Insurance Trust (NASSIT) on Tuesday 13th August 2024, commenced the evaluation of bidders for the award of a contract for the implementation of a Multi-factor Biometrics and Omni Channel Contact Center at the Freetown International Conference Centre.
In his statement, the Director General, Mohamed Fuaad Daboh, described the evaluation as part of a series of rigorous procurement processes to ensure that NASSIT is not only compliant with State regulations and best practices but that a highly qualified vendor is identified that will add value to the process and to achieve optimum outcome. He went on to say that the Multi-factor Biometrics and Omni Channel Contact Centre is one of the series of system platforms in the ambitious NASSIT ICT transformation initiative, which will mark a significant leap in enhancing both organizational and operational efficiency and contribute to the broader development of Sierra Leone.
He therefore encouraged the evaluation team, which consists of internal and external Systems and Technology experts, to display a high level of professionalism in this endeavour. Mr Daboh cautioned that the future of NASSIT ICT Infrastructure and Systems security greatly depends on the decision that is about to be made. According to the Director General, the Procurement team has been very robust in the procurement chain, and therefore, must show consistency to the end of the process, while assuring them of maximum support in the entire process.
To the bidders, while assuring them of fairness, the Director General expressed appreciation for their interest in NASSIT and called on them to be thorough in their presentations.
Statements were made by the Head of Procurement and the General Manager of Investment and Project, who doubles as Chairman of the evaluation team.
It will be recalled that in January 2020, His Excellency President, Dr. Retired Brigadier Julius Maada Bio approved a request made by NASSIT to lift the moratorium imposed by the erstwhile administration on the implementation of the Trust’s Web-based Pension Administration System. Since then, Mohamed Fuaad Daboh has led the Scheme to undertake an ambitious ICT Infrastructure initiative. This strategic move encompasses a comprehensive set of projects designed to modernize and streamline operations, ultimately benefiting both the organisation and the nation.
In the course of the project, the following have been attained: An upgrade of ICT infrastructure and Data Cleaning to enhance Operational Efficiency; The complete upgrade of the ICT Network Infrastructure and data cleaning projects, which have already established a solid foundation for seamless and secure operations. This improved infrastructure ensures that NASSIT’s systems are more reliable, with reduced downtime and faster processing times. As a result, daily operations are optimised, and the risks associated with data management are minimised, ensuring that information is accurate, up-to-date, and readily accessible; The web-based Enterprise Resource Planning (ERP) system is 80% complete, and integrates key auxiliary functions such as Finance, Procurement, Stores Management, and Fleet Management into a unified platform. This integration fosters real-time data sharing across departments, eliminating silos and enabling more informed decision-making.
For NASSIT, this means enhanced accountability, better resource management, and a significant reduction in operational costs—key factors that will boost overall productivity; The Web-Based Pension Administration System: At the core of NASSIT’s mission is the efficient management of pension services for the nation’s workers. The development of a web-based Pension Administration System (PAS), currently 75% complete, will transform how pension operations are conducted.
By covering every aspect from establishment and member enrolment to providing web portals and mobile applications for both active members and pensioners, NASSIT is poised to offer a more user-friendly and accessible service. This modernisation will reduce the time required for processing claims and benefits, ensuring that members and pensioners receive the services they deserve promptly; The Multi-Factor Biometric Registration System: The introduction of the Multi-Factor Biometric Registration System, which is currently at the initial stage of bidders’ evaluation, represents a groundbreaking step forward in ensuring the security and accuracy of member and pensioner data. This system will include a contact centre to register active members, beneficiaries, and pensioners, using advanced biometric technology. Scheduled to be completed and go live before the end of March 2025, this project will further enhance NASSIT’s ability to maintain accurate records and prevent fraud, thereby safeguarding the interests of all stakeholders. The NASSIT’s ICT transformation is not just an internal overhaul; it has far-reaching implications for the country at large. By modernising its operations, NASSIT sets a precedent for other government agencies and organisations to follow.
The improved efficiency and transparency in NASSIT’s operations can serve as a model for public sector reform, contributing to a more accountable and responsive government. Moreover, the successful completion of these projects will directly benefit the citizens of Sierra Leone. A more efficient pension system means better service delivery to the working population, which can enhance trust in public institutions. This trust is critical in fostering a stable socio-economic environment, where citizens feel secure in their retirement plans and are more likely to invest in their future. As NASSIT approaches the completion of its ICT transformation projects by the end of this year, and the introduction of the Multi-Factor Biometric Registration System by March 2025, the organisation is set to become a more efficient, transparent, and customer-focused entity.
This transformation not only aligns with global best practices but also promises to contribute significantly to the economic and social development of Sierra Leone.
