Following a competitive and rigorous recruitment process and procedure through the Directorate of Human Resources, the Parliamentary Commission, the highest decision-making body of the Parliamentary Service, chaired by the Speaker of Parliament, Hon. Segepoh Solomon Thomas, has formally appointed Gilbert Bosco N’habay as the substantive Deputy Clerk of the Parliament of Sierra Leone.
The vacancy for the said position occurred when Mr Mohamed Lebbie retired as Deputy Clerk of Parliament earlier this year. Gilbert acted for several months before the position of Deputy Clerk of Parliament was advertised. Since his retirement and the occurrence of the said vacancy, the HR Policy and Manual dictate that an open advertisement should be done in respect of filling the said vacancy. Several qualified persons applied were shortlisted and interviewed, and Gilbert emerged as the Deputy Clerk of Parliament.
Gilbert had served Parliament for over five years in several positions, including Research Coordinator, Deputy Director of Research, Director of Research, Programmes and Partnership, and Deputy Acting Clerk of Parliament. He is a researcher and Programme development specialist of higher repute and has worked for national and international nongovernmental organisations, including Plan International, ChildFund, SOS Children’s Villages, British Council, and Westminster Foundation for Democracy.
He is a teacher, gender activist, and a Scholar of the InterAction Leadership programme. Gilbert was a one-time Senior Prefect of the Prestigious Bo School and President of the National Union of Sierra Leone Students. Given his plethora of experience, both in the private and public sectors, we are of the view that he will add value to his new job and, by extension, to the overall operations of the Parliament of the Republic of Sierra Leone.
