NRA, Ministry of Finance, NPRA, and SICPA conduct a joint tax stamp compliance tour in Freetown

August 13, 2026 — A multi-agency team led by the National Revenue Authority (NRA), in collaboration with the Ministry of Finance, the National Petroleum Regulatory Agency (NPRA), and SICPA, conducted a coordinated compliance assessment of selected factories and businesses in Freetown today to strengthen implementation of the Tax Stamp Law.


The delegation paid visits to several key sites, including the Mackie Cement Factory in Hastings, the SICPA Warehouse in Wellington, the LEONE Oil Company in Kissy, Rockcem, and King Production at Shell in Kissy. The visits were intended to assess tax stamp compliance, identify any procedural or operational gaps, and strengthen overall revenue assurance mechanisms.


Edwin Conteh, Deputy Commissioner of the Domestic Tax Department, and Moo-Usa Salia Konneh, Assistant Commissioner, Excise Office, DTD led the NRA contingent. The Ministry of Finance was represented by Idrissa Kanu, Director of the Revenue and Tax Policy Division, the NPRA by Ansumana Samura, Director of Operations and Pricing, and the SICPA by Maxwell Massaquoi, General Manager.


Officials stated that the joint exercise reflects the government’s renewed emphasis on domestic revenue mobilisation, fair market competition, and preventing revenue leakages by ensuring tax stamps are properly applied and monitored. The agencies reaffirmed their commitment to ongoing collaboration and enforcement, and they urged all relevant businesses to fully comply with the Tax Stamp Law and other applicable tax obligations in order to promote transparent revenue collection and a level playing field for industry.
