Freetown, May, 2026 — James Baggie Bio, Executive Director of the Sierra Leone Road Safety Authority (SLRSA), has held high-level talks with Minister Counsellor and Deputy Chinese Ambassador to Sierra Leone, Ambassador Zhang Dianbin, to discuss increased collaboration in the road safety sector. The engagement, held ahead of China and Sierra Leone’s 55th anniversary of diplomatic relations, centred on capacity building, technology transfer, and logistical support to assist the Authority in keeping up with evolving vehicle technologies.
During the meeting, Mr Bio highlighted the significant increase in Chinese-manufactured vehicles entering the Sierra Leonean market. While appreciating Chinese automobile manufacturers’ growing contribution to the country’s transportation system, he emphasised the critical need to improve the technical expertise of SLRSA vehicle examiners. He argued that specialised training would allow examiners to more effectively inspect and regulate modern vehicle technologies that are being introduced across the country, as well as facilitate meaningful technology transfer from manufacturers to regulatory authorities.
Ambassador Zhang Dianbin acknowledged the two countries’ deep and longstanding ties, stating that for the past 55 years, China and Sierra Leone have maintained productive cooperation in politics, trade, education, infrastructure, and broader economic development. He welcomed the SLRSA’s proposal for technical training and capacity expansion, and he was pleased with the growing presence of Chinese vehicle brands in Sierra Leone.
Ambassador Zhang also promised to work with relevant authorities in Beijing to identify potential sources of assistance, particularly in terms of staff training and logistical support for the SLRSA. His response indicated that the Chinese Embassy was willing to help mobilise resources and expertise to strengthen Sierra Leone’s road safety regulatory capabilities.
Mr Bio expressed gratitude to the Chinese Embassy and the Government of China for their ongoing support of the Authority, citing previous opportunities for in-service training that have increased institutional capacity and operational efficiency. He also praised China’s donation of motorcycles to the SLRSA, which has significantly improved the mobility and effectiveness of operational personnel nationwide.
The meeting reflects a shared desire to strengthen bilateral cooperation so that Sierra Leone’s road safety institutions are prepared to respond to rapid changes in vehicle technology and the evolving needs of the transportation sector.
