The advantages of implementing this unified e-permit system are manifold, promising to deliver both economic and administrative benefits for Sierra Leone. A notable feature of the new system will be the introduction of biometric electronic cards for permits, which will not only bolster data security but also streamline user access, setting a new benchmark for digital governance in the nation.
During a recent parliamentary session, Minister of Employment, Labour, and Social Security, Mohamed Rahman Swaray, delivered a compelling speech outlining the necessity of this digital platform. He highlighted the current lack of a digital system capable of verifying, tracking, or enforcing compliance regarding permits. “This platform fills that gap with automation, real-time access, and transparency,” he stated. Furthermore, he noted that the system would integrate with the National Civil Registration Authority (NCRA)’s database of registered foreigners, facilitate skills transfer, and prioritize employment for Sierra Leoneans.
Minister Swaray also emphasized the collaborative nature of the project, ensuring that no stakeholder was overlooked in the development of the contract. Contributions were made by various entities, including the Attorney-General’s Office, the Ministry of Communication, Technology and Innovation, and the Office of the Chief Minister, all of which helped ensure the contract met legal, technical, and policy compliance standards.
The contract has been awarded to Constrat Systems Ltd., a Sierra Leonean IT firm that is already managing the printing of the country’s National ID Card under an existing contract with the NCRA. The implementation of the e-permit system will follow a Build, Operate, and Transfer (BOT) model over 15 years, with evaluations occurring every five years. Throughout this period, Constrat Systems will be responsible for developing and co-managing the unified digital platform, focusing on knowledge transfer and capacity building within government institutions before eventually transferring full control back to the Government of Sierra Leone.
The official signing of the contract was attended by key figures, including the Labour Minister, the Internal Affairs Minister, and the Managing Director of Constrat Systems, with the Attorney-General and Minister of Justice present to witness the historic agreement. This initiative marks a pivotal moment in Sierra Leone’s journey toward modernizing its governance and administrative processes.
